CALL TO ORDER. Mayor Pro Tem Held called the work session to order at 2:03 p.m. 2. BUDGET WORK SESSION. Town Manager Trent Petty thanked Finance Director Debbie Piper, Human Resource Manager Todd Wood, and Accounting Assistant Jaymi Ford for their work on the budget. He gave an overview of the budget focus, and highlighted FY 2004-2005 and FY 2005-2006. Mr. Petty reviewed the fund summary, the general fund, and the debt service. He advised that the Town's records would be a priority in the coming year. He proposed hiring a second warrant officer and discussed community goals. Discussion ensued regarding the civic campus renovation, moving Town staff, the five-year capital impact plan, the future of Westlake Academy, the Westlake Academy Charter, capital projects including Dove Road improvements and Ottinger Road, uses of the visitor's association fund, personnel salary increases at 5%, and the new proposed warrant officer. Also discussed were issues regarding employee health insurance, facilities maintenance, information services, Keller police contract, and records updates. The Board instructed Mr. Petty to produce financial scenarios regarding Westlake Academy including the school only going through the 8th grade, the school going through the 12th grade with only one class of no more than 16 kids in grades 9 —12, a five-year analysis including cost of operations and capital, a view of the political fallout for each scenario, and options for cutting students. 3.
