HomeMy WebLinkAbout06-13-05 TC MinMINUTES OF THE TOWN OF WESTLAKE, TEXAS BOARD OF ALDERMEN MEETING JUNE 139 2005 Present: Scott Bradley, Mayor Fred Held, Mayor Pro Tem Buddy Brown, Member Bill Frey, Member Don Redding, Member Larry Sparrow, Member Trent Petty, Town Manager Stan Lowry, Town Attorney Jean Dwinnell, Town Secretary Absent: None 1. CALL TO ORDER. Mayor Bradley called the meeting to order at 8:04 p.m. and announced a quorum. 2. EXECUTIVE SESSION. The Board convened into executive session at 8:06 p.m., as Mayor Bradley read the items to be discussed. 3. RECONVENE INTO OPEN MEETING. The Board reconvened into open session at 9:05 p.m. 4. EXECUTIVE SESSION ACTION. There was no action to be taken. 5. ADMINISTER OATHS OF OFFICE AND PRESENT CERTIFICATE OF ELECTION TO NEWLY ELECTED ALDERMEN. Town Secretary Jean Dwinnell administered the Oath of Office to Aldermen Fred Held and Don Redding. 6. ELECT A MAYOR PRO TEM. Alderman Brown moved, Alderman Sparrow seconded the motion to elect Alderman Held as Mayor Pro Tem. There was no discussion and the motion carried unanimously. 7. CITIZENS' PRESENTATIONS. There were no presentations made. 8. RECEIVE A CERTIFIED AFFIDAVIT FROM THE MAYOR AND CONSIDER ORDINANCE NO. 479, ANNEXING APPROXIMATELY 59 ACRES OF PROPERTY, GENERALLY EXTENDING SOUTH AND EAST OF THE INTERSECTION OF DOVE ROAD AND OTTINGER ROAD, PURSUANT TO SECTION 43.024 OF THE TEXAS LOCAL GOVERNMENT CODE. Mayor Bradley advised that the proposed Ordinance would ratify Board action regarding previously annexed property. He certified the petition before the Board and yielded the Chair to Mayor Pro Tem Held. Mayor Pro Tem Held certified the petition before the Board. Alderman Frey moved, Alderman Brown seconded the motion to approve Ordinance No. 479, annexing approximately 59 acres of property, generally extending south and east of the intersection of Dove road and Ottinger Road, pursuant to Section 43.024 of the Texas Local Government Code. Discussion ensued regarding other residences involved. Mayor Bradley advised that 100% of the residences had signed the petition in favor of the annexation. There was no further discussion and the motion carried unanimously. Mayor Bradley returned to the Chair. 9. CONSIDER ORDINANCE NO. 477, ANNEXING 4.487 ACRES OF EXCESS RIGHT-OF-WAY ON U.S. HIGHWAY 377 AND S.H. 170. Mayor Bradley explained the proposed Ordinance. Alderman Sparrow moved, Alderman Held seconded the motion to approve Ordinance No. 477, annexing 4.487 acres of excess right-of-way on U.S. Highway 377 and S.H. 170. There was no discussion and the motion carried unanimously. 10. CONSIDER ORDINANCE NO. 478, ANNEXING 2.03 ACRES OF EXCESS RIGHT-OF-WAY ON U.S. HIGHWAY 377 AND S.H. 170. Alderman Sparrow moved, Alderman Redding seconded the motion to approve Ordinance No. 478, annexing 2.03 acres of excess right-of-way on U.S. Highway 377 and S.H. 170. There was no discussion and the motion carried unanimously. 11. CONSIDER RESOLUTION NO. 05-21, AUTHORIZING THE SALE OF CERTAIN TRACTS OF LAND WITHIN THE TOWN OF WESTLAKE TO HILLWOOD PROPERTIES. Town Manager Trent Petty explained Hillwood's interest in the proposed tracts of land and explained that the tracts are landlocked by property owned by Hillwood. Alderman Redding moved, Alderman Held seconded the motion to approve Resolution No. 05- 21, authorizing the sale of certain tracts of land within the Town of Westlake to Hillwood Properties. There was no discussion and the motion carried unanimously. 12. CONSENT AGENDA. A. Review and approve minutes of the regular meeting held on May 23, 2005. B. Review and approve any outstanding bills. Alderman Brown moved, Alderman Held seconded the motion to approve the Consent Agenda. Discussion ensued regarding the cost of water. There was no further discussion and the motion carried unanimously. 13. ADJOURNMENT. Alderman Redding moved, Alderman Frey seconded the motion to adjourn.
