MINUTES OF THE
REGULAR MEETING OF THE
BOARD OF ALDERMEN
February 14, 2005

Absent: None
Item #1: Mayor Bradley called the regular meeting to order at 7:00 p.m. and announced a
quorum.
Item 42: The Board convened into executive session at 7:02 p.m. as Mayor Bradley read the
items to be discussed. The Board reconvened into open session at 7:45 p.m.
Item 43: No action was taken coming out of executive session.
Item #4: Citizens' Presentation: None
Item 45: Consider an Ordinance creating the Town of Westlake Department of Public Safety;
creating the positions of Director of Public Safety and Public Safety Officers; providing for the
duties, powers, and responsibilities of these positions; providing a severability clause; providing
a savings clause; and providing an effective date.
Mayor Bradley advised that he had made some changes to the Ordinance since the Aldermen had
received their packets and that the amended Ordinance had been placed on the dais.
Town Manager Trent Petty explained that the creation of a Department of Public Safety would
put the Town in a better position for getting grants and contracts, but would have no impact on
the agreement with the City of Keller.
There was a motion by Alderman Redding, seconded by Alderman Sparrow, to adopt Ordinance
No. 472. There was no discussion and the motion carried unanimously.

Item#6: Consider an Ordinance appointing Jean Dwinnell as the Town Secretary and providing
an effective date.
Mayor Bradley introduced Ordinance No. 473, appointing Jean Dwinnell as the Town Secretary.
There was a motion by Alderman Frye, seconded by Alderman Brown, to adopt Ordinance No.
473. There was no discussion and the motion carried unanimously.
Item#7: Consider a Resolution appointing Jean Dwinnell to the Westlake Historical Preservation
Board.
Mayor Bradley introduced Resolution No. 05-06 appointing Jean Dwinnell to the Westlake
Historical Preservation Board.
There was a motion by Alderman Sparrow, seconded by Alderman Redding, to adopt Resolution
No. 05-06. There was no discussion and the motion carried unanimously.
Item#8: Consent agenda. There was a motion by Alderman Redding, seconded by Alderman
Brown,to approve the consent agenda, which included the following:
A. Review and approve minutes of the regular meeting held on January 24, 2005.
B. Review and approve any outstanding bills.
Discussion was held regarding the cost of water and water rates. Town Manager Trent Petty
advised that the goal of the Town is to have all residents be water customers. The motion carried
unanimously.
Mayor Bradley presented two dozen roses and a card to Mrs. Bradley and announced that they
have spent 41 Valentine Days together.
Item#9: There was a motion by Alderman Redding, seconded by Alderman Brown,to adjourn.
There was no discussion and the motion carried unanimously.
The meeting was adjourned at 8:02 p.m.
