Item #2: The Board convened into executive session at 7:03 p.m. as Mayor Bradley read the items to be
discussed. The Board reconvened into open session at 7:35 p.m.
Item 43: No action was required coming out of executive session.
Item 44: Citizens' Presentations: Ruby Held of 4105 Aspen Lane in Westlake, asked why her
veterinarian said that her pet's rabies vaccination is only good for two years when they are good for three
years in other towns around here. Mr. Lowry explained that the legislature changed the requirements for
vaccinations, giving towns flexibility in choosing the length of time between vaccinations. The Mayor
asked that this be added to a future agenda for the Board to consider.
Item #5: Conduct a Public Hearing concerning Southwestern Bell phone service complaints in Westlake.
Mr. Petty told the Board that Mr. Gary Terry was in attendance to address this issue. Alderman Redding
gave the background on this item. The Public Hearing was opened at 7:45 p.m. Mr. Terry addressed the
assembly stating that SBC's records for the past few years do not show many complaints regarding
Stagecoach Hills and that is what the company looks at in determining where there is a problem. He
introduced Mr. Marcus Fuller who is with the SBC repair group. There was a lengthy discussion
regarding problems with the phone and internet service in Stagecoach Hills with the following people
speaking concerning this issue: Buddy Brown, Bill Frey, Sharon Sanden, Wanda Haskins, Bill
Buckmeyer, Allen Heath, Mark Hammack and Steve Johnson. Mayor Bradley then asked if any other
citizen present would like to adopt these comments as their own. All the Stagecoach Hills residents
present at the meeting raised their hands to signify their agreement with all of the comments made by the
residents who spoke. Mr. Terry stated that SBC will collect the phone numbers and run tests on all of the
phone lines during wet weather and try to determine how this problem can be solved. He told the
assembly that there would be no improvement in the internet speed in the near future due to financial
issues. The Public Hearing was closed at 8:23 p.m.
Item #6: Consent agenda. There was a motion by Alderman Frey, seconded by Alderman Brown, to
