MINUTES OF THE WORKSHOP AND
REGULAR MEETING OF THE
BOARD OF ALDERMEN
June 28, 2004
Present: Scott Bradley, Mayor
Fred Held, Mayor Pro Tem

Stan Lowry, Town Attorney was in attendance at the regular meeting.

Item #1: Mayor Bradley called the workshop to order at 5:30 p.m. in the administration conference
room.
Item #2: Mr. Petty told the Board this workshop is to examine the amendments to the FY 2003-04
budget that will be on the agenda for the Board's approval later tonight. He stated that the amendments
are necessary largely because at the beginning of the fiscal year it was thought the 4A Corporation
would be dissolved and a Crime Control District created. After looking at this issue further it has been
decided that keeping the 4A Corporation in place is more beneficial to the Town, therefore requiring
amendments to the approved budget. Mr. Petty used a power point presentation to explain the
recommended amendments telling the Board that the largest variance is overtime in the Department of
Public Safety due to a temporary shortage of personnel.
Item #3: Mayor Bradley recessed the workshop at 7:00 p.m.
Item #4: The Board reconvened into open session at 7:10 p.m. in the Boardroom for their regular
meeting.
Item #5: The Board convened into executive session at 7:13 p.m. as Mayor Bradley read the items to be
discussed. The Board reconvened into open session at 8:25 p.m.
Item #6: No action was required coming out of executive session.
Item #7: Citizens' Presentations: Kelly Bradley of 10 Paigebrooke Lane announced that Artsnet is
sponsoring the American Chamber Brass in the Solana Village Courtyard on Friday, July 2 from 5:30
p.m. to 6:30 p.m. She invited everyone to come out for the free concert.
Item #8: Consider a Resolution amending the FY 2003-04 Visitors Association budget to increase
funding for a visitor feature at Randol Mill and Dove Road. Mayor Bradley briefly addressed this item
and Mr. Petty explained it further. There was a motion by Alderman Sparrow, seconded by Alderman
Frey, to adopt Resolution No. 04-33. There was no discussion and the motion carried unanimously.

Item #9: Consider a Resolution amending the FY 2003-04 General Fund budget. Mayor Bradley told the
audience that the Board was in a workshop regarding this item earlier today. Mr. Petty summarized this
item for the Board. There was a motion by Alderman Redding, seconded by Alderman Brown, to adopt
Resolution No. 04-34. There was no discussion and the motion carried unanimously.
Item # 10: Consider a Resolution appointing members of the Westlake Historical Preservation Board.
There was a motion by Alderman Held, seconded by Alderman Redding, to adopt Resolution No. 04-35.
Mr. Petty asked Kelly Bradley, President of the Historical Preservation Board, if all of the suggested
appointees had agreed to serve. Mr. Bradley answered yes. There was no further discussion and the
motion carried unanimously.
Item #11: Consent agenda. There was a motion by Alderman Held, seconded by Alderman Sparrow, to
approve the consent agenda, which included the following:
A. Review and approve minutes of the workshop and regular meeting held on June 14, 2004.
B. Review and approve any outstanding bills.
After a short question and answer session the motion carried unanimously.
Mr. Petty introduced Carolyn Sims, the Town's new Director of Marketing and Public Affairs and
welcomed her to the staff.
Item #12: There was a motion by Alderman Redding, seconded by Alderman Held, to adjourn. There
was no discussion and the motion carried unanimously.
The meeting was adjourned at 8:37 p.m.
