MINUTES OF THE WORKSHOP AND
REGULAR MEETING OF THE
BOARD OF ALDERMEN
April 26, 2004
Present: Scott Bradley, Mayor
Fred Held, Mayor Pro Tem
Bill Frey, Member
Don Redding, Member
Larry Sparrow, Member
Trent Petty, Town Manager
Stan Lowry, Town Attorney was in attendance at the regular meeting.

Item 41: Mayor Bradley called the workshop to order at 3:10 p.m. in the administration conference
room.
Item 42: There was a long discussion regarding the Thoroughfare Plan, Open Space Plan, Water Plan
and Wastewater Plan. Mr. Petty told the Board that all of their suggestions would be incorporated and
amended plans would be ready for Board consideration at the meeting on May 10th.
Item 43: Mayor Bradley recessed the workshop at 5:20 p.m.
Item #4: The Board reconvened into open session at 7:00 p.m. in the Boardroom.
Item #5: The Board convened into executive session at 7:05 p.m. as Mayor Bradley read the items to be
discussed. The Board reconvened into open session at 8:00 p.m.
Item #6: No action was needed coming out of executive session.
Item #7: Citizens' Presentations: No one wished to address the Board.
Item #8: Consider a Resolution authorizing the Town Manager to enter into a Ground and Tower Lease
Agreement with BelWave Communications. Mr. Petty recommended tabling this item. There was a
motion by Alderman Held, seconded by Aldermen Frey, to table this item. There was no discussion and
the motion carried unanimously.
Item #9: Hear a presentation by Jim Carter, Denton County Commissioner, regarding the roads that have
been selected for the Bond program. Mr. Carter had not arrived at this time.
Item #10: Consent agenda. There was a motion by Alderman Sparrow, seconded by Alderman Redding,
to approve the consent agenda, which included the following:
A. Review and approve minutes of the regular meeting held on April 12, 2004.
B. Review and approve any outstanding bills.

After a short question and answer session the motion carried unanimously.
Commissioner Carter arrived at this time and was introduced by Mayor Bradley. Mayor Bradley thanked
Commissioner Carter for all of the work he has done serving as President of the Board of the Texas
Student Housing entities. Commissioner Carter made a short presentation asking for Westlake's support
in the Denton County bond election scheduled for May 15, 2004.
Item #11: There was a motion by Alderman Redding, seconded by Alderman Held, to adjourn. There
was no discussion and the motion carried unanimously.
The meeting was adjourned at 8:20 p.m.
