MINUTES OF THE SPECIAL EMERGENCY MEETING OF THE
BOARD OF ALDERMEN
February 26, 2004

Item #1: Mayor Bradley called the meeting to order at 7:30 p.m. by announcing a quorum of all Board
members. Mayor Bradley then read the following statement into the record: This meeting has been
called as an emergency meeting pursuant to Section 551.045 of the Government Code. There currently
exists an urgent public necessity for this emergency meeting, as the item under consideration is needed
to safeguard the public health and safety from an imminent threat caused by an unforeseeable situation.
The regulation and control of speed limits on State Highway No. 114 are necessary to protect the public
health, safety, and welfare. The recent actions of the Texas Department of Transportation, which have
been contrary to the provisions of Ordinance 352, have placed the public health, safety, and welfare in
jeopardy. The Town of Westlake Board of Aldermen believe the holding of this meeting is necessary to
safeguard the public health and safety from the imminent threat caused by the unforeseeable actions of
TxDOT.
Item 42: Consider an Ordinance establishing a new speed limit on SH 114 per new speed study and
recommendation by the Texas Department of Transportation. Mr. Petty explained this item to the Board.
Mayor Bradley read the proposed Ordinance to the assembly. There was a lengthy discussion regarding
this issue during which Mayor Bradley read a message from Allen Heath, a Westlake resident, into the
record. That message is attached to these minutes. There was a motion by Alderman Redding, seconded
by Alderman Frey to adopt Ordinance No. 447. There was no further discussion and the motion carried
unanimously.
Item #3: There was a motion by Alderman Brown, seconded by Alderman Held, to adjourn. There was
no discussion and the motion carried unanimously.
The meeting was adjourned at 6:50 p.m.
