Item #1: Mayor Bradley called the Board of Aldermen meeting to order at 7:00 p.m. by announcing a quorum consisting of Alderman Frey, Alderman Brown, Alderman Held, Alderman Redding and Alderman Sparrow. Item #2: The Board convened into executive session at 7:03 p.m. as Mayor Bradley read the items to be discussed. The Board recessed out of executive session at 7:45 p.m. and reconvened into open session in the Town Hall at 7:50 p.m. Item #3: Motion by Alderman Redding, seconded by Alderman Brown, to amend Section 5A of the contract with Petty and Associates to increase the compensation for the Town Manager by 12 percent effective October 1, 2000. The motion carried unanimously. Item #4: CitizensPresentation. No one wished to address the Board. Item #5: Consider a Resolution amending the 1999-2000 budget concerning utility infrastructure. Mr. Petty explained the need for this item. Mr. Petty also changed Section 2 of the resolution to read "That the Board of Aldermen of the Town of Westlake, Texas does hereby amend the 1999-2000 budget concerning utility infrastructure to add a line item entitled Utility Duct Bank and to direct the Town Manager to prepare documentation to facilitate a Section 4A loan to construct the Utility Duct Bank in an amount not to exceed $1.9 million, which, upon execution by the 4A Corporation, will be brought back to the Board for consideration. Motion by Alderman Redding, seconded by Alderman Held, to adopt Resolution No. 00-38 with the Town Manager's corrections. Ms. Flanagan was not in attendance. Item #7: Consider an Ordinance amending and consolidating fee schedules for the Town. Mr. Petty gave the background on this item. There was a short question and answer session. Motion by Alderman Sparrow, seconded by Alderman Frey, to adopt Ordinance No. 379. The motion carried unanimously. Item #8: Consider an Ordinance authorizing the Town's Building Official, Building Inspectors, Code Enforcement Officer and Officers of the Trophy Club/Westlake Department of Public Safety to issue citations on any violation of the Ordinances of the Town. Mr. Petty explained the background on this item. Motion by Alderman Brown, seconded by Alderman Sparrow, to adopt Ordinance No. 380. The motion carried unanimously. Item #9: Conduct a Public Hearing to consider an Ordinance approving a special use permit application filed by W.B. Texas Resort Communities to drill a private water well. Mr. Petty explained the background on this item. The Public Hearing was opened at 8:16 p.m. Mr. Frank Abbott of Kimley Horn was in attendance representing the applicant. As no one else wished to address the Board, the Public Hearing was closed at 8:25 p.m. There was a motion by Alderman Redding, seconded by Alderman Frey, to adopt Ordinance No. 341 -SUP -01. The motion carried unanimously. Item # 10: Consent Agenda. Mayor Bradley read the items listed on the consent agenda. Motion by Alderman Brown, seconded by Alderman Frey, to approve the consent agenda. The motion carried unanimously. Item #11: Motion by Alderman Frey, seconded by Alderman Brown, to adjourn.
