MINUTES OF THE REGULAR MEETING
OF THE BOARD OF ALDERMEN
January 24, 2000

Item 41: Mayor Bradley called the Board of Aldermen meeting to order at 7:00 p.m. by announcing a
quorum consisting of Alderman Frey, Alderman Redding and Alderman Bush.
Item 42: The Board convened into executive session at 7:05 p.m. as Mayor Bradley read the items to
be discussed. The Board recessed out of executive session at 7:33 p.m. and reconvened into open
session at 7:38 p.m.
Item #3: No action was taken coming out of executive session.
Item 44: Motion by Alderman Frey, seconded by Alderman Bush, to approve minutes of the regular
meeting held on January 10, 2000, as presented.
The motion carried unanimously.
Item #5: Consider an ordinance amending Ordinance No. 321 adopting the Westlake Engineering
Design Standards as related to the Thoroughfare Plan. Jeff Williams, the Town Engineer, told the
Board that this action was necessary to bring the Engineering Standards in line with the amended
Thoroughfare Plan. There was a motion by Alderman Bush, seconded by Alderman Redding, to
adopt Ordinance No. 344 with corrections to show the rights-of-way in feet.
The motion carried unanimously.
Item #6: Consider an ordinance adopting a Master Drainage Study prepared by Carter & Burgess. Mr.
Williams, the Town Engineer, and Tom Mounts of Carter & Burgess made a presentation of the
study. After a few questions by the Board there was a motion by Alderman Bush, seconded by
Alderman Redding, to adopt Ordinance No. 345.
The motion carried unanimously.

Item #7: Consider the final plat for Westlake Parkway Phase I. Mr. Williams, the Town Engineer,
stated that the staff recommended approval with the promise that the plat will not be recorded until
all improvements are completed and accepted by the Town. Joe Schneider of Hillwood Development
Corp. spoke for the applicant. There was a motion by Alderman Frey, seconded by Alderman
Redding, to approve the final plat with the promise that the plat will not be recorded until the
improvements are completed and accepted by the Town, and subject to receiving a dedication
instrument acceptable to the Town Attorney.
The motion carried unanimously.
Item #8: Conduct a PUBLIC HEARING to consider rezoning the property located in the area of the
intersection of Ottinger Road and Dove Road from "R-40" Estate Residential requiring one unit per
acre to "R-80" Estate Residential requiring one unit per two acres. Being tracts of land out of the J.
Gibson Survey, Abstract No. 592, Tarrant County, Texas and being comprised of the following tracts
of land, a tract of land owned by Wayne Hoover, as recorded in Volume 5492, Page 93, D.R.T.C.T.,
and a tract of land owned by Jerry N. Moore, as recorded in Instrument No. 551152, D.R.T.C.T.
Mayor Bradley opened the Public Hearing at 8:21 p.m. Trent Petty, the Town Manager, gave the
background on this item. Russell Laughlin of Hillwood Development Corp. spoke for the property
owner. As no one wished to further address the Board, the Public Hearing was closed at 8:26 p.m.
There was a motion by Alderman Redding, seconded by Alderman Frey, to rezone the property in
question to "R-80" requiring two acres per unit.
The motion carried unanimously.
Item #9: Motion by Alderman Bush, seconded by Alderman Redding, to pay all outstanding bills.
The motion carried unanimously.
Item #10: Motion by Alderman Redding, seconded by Alderman Bush, to adjourn.
The motion carried unanimously.
The meeting was adjourned at 8:30 p.m.
