MINUTES OF THE REGULAR MEETING
OF THE BOARD OF ALDERMEN
November 22, 1999

Item 41: Mayor Bradley called the Board of Aldermen meeting to order at 7:00 p.m. by announcing a
quorum consisting of Alderman Frey, Alderman Redding and Alderman Bush.
Item #2: The Board convened into executive session at 7:05 p.m. as Mayor Bradley read the items to
be discussed. Alderman Loeser arrived during the executive session. The Board recessed out of
executive session at 7:20 p.m. and reconvened into open session at 7:37 p.m.
Item #3: No action was taken coming out of executive session.
Item #4: Motion by Alderman Bush, seconded by Alderman Frey, to approve minutes of the regular
meeting held on November 8, 1999, as presented.
The motion carried unanimously.
Item #5: Motion by Alderman Bush, seconded by Alderman Redding, to cancel the regular meeting
scheduled for December 27, 1999, due to the holidays.
The motion carried unanimously.
Item #6: Since Commissioner Carter had not arrived Mayor Bradley stated that we would come back
to this item upon Commissioner Carter's arrival.
Item #7: The Women of Westlake presented a State flag that was flown over the State Capital in

Austin to the Town to be displayed in the Town Hall. The flag was donated by State Representative
Vicki Truitt to the Roanoke/Trophy Club/Westlake Chamber of Commerce and was purchased by the
Women of Westlake in a silent auction.
Item #8: Motion by Alderman Bush, seconded by Alderman Frey, to adopt Resolution No. 99-14
authorizing the Town Manager to negotiate and execute a contract with Perez/Freese & Nichols,
L.L.C. for a water and wastewater rate study.
The motion carried unanimously.
Item #9: After a presentation by Larry Fuson, the Town water and wastewater engineer, there was a
motion by Alderman Frey, seconded by Alderman Redding, to adopt Resolution No. 99-15 amending
the water and wastewater master plan.
The motion carried unanimously.
Item #10: Consider and take action on an ordinance establishing construction site maintenance
guidelines. This item was tabled until the next meeting.
Item 46: Mayor Bradley introduced Denton County Commissioner Jim Carter who gave a
presentation of the issues of importance and interest in Denton County, including a report on the
status of SH 114.
Item #11: Consider and take action on a resolution approving the alignment of Dove Road. There was
a presentation by Jeff Williams, the Town engineer, Rowland Jackson, the Town landscape architect
and Rod Kelly, the Town traffic engineer. After a lengthy question and answer session this item was
tabled until the next meeting.
Item # 12: Motion by Alderman Redding, seconded by Alderman Loeser, to pay all outstanding bills.
The motion carried unanimously.
Item # 13: Motion by Alderman Frey, seconded by Alderman Bush, to adjourn.
The motion carried unanimously.
The meeting was adjourned at 9:28 p.m.
