MINUTES OF THE REGULAR MEETING
OF THE BOARD OF ALDERMEN

Item 41: Mayor Bradley called the Board of Aldermen meeting to order at 6:05 p.m. by announcing a
quorum consisting of Alderman Held, Alderman Frey and Alderman Redding.
Item 42: The Board convened into executive session at 6:09 p.m. as Mayor Bradley read the items to
be discussed. The Board reconvened into open session at 7:28 p.m.
Item #3: No action was taken coming out of executive session.
Item #4: Motion by Alderman Held, seconded by Alderman Redding, to approve minutes of the
regular meeting held on September 13, 1999, as presented.
The motion carried unanimously.
Item #5: Motion by Alderman Held, seconded by Alderman Frey, to pay all outstanding bills as
listed.
The motion carried unanimously.
Item 46: Consider and take action on an Ordinance of the Board of Aldermen of the Town of
Westlake, Texas, creating and establishing a municipal court; providing for a regular municipal
Judge, alternate judges, court clerk, and alternate clerks; providing for the filling of a vacancy in the
office of municipal court judge and clerk; providing for the setting of court sessions; requiring the
appearance of any person summoned or ordered to appear in the municipal court for violation of a
state statute, town ordinance or other law or regulation; authorizing the municipal court clerk to file a
complaint charging any person who fails to appear as summoned with the offense of failure to
appear; establishing and imposing a warrant fee of twenty five dollars ($25.00) for the issuance and
service of an arrest warrant when a defendant is not convicted of a class C misdemeanor and a
warrant fee of fifty dollars ($50.00) for executing or processing an issued arrest warrant or capias
when a defendant is convicted of a class C misdemeanor; designating the funds into which such fees

are to be paid; repealing ordinance no. 325; providing a savings clause; providing a severability
clause; providing a penalty not to exceed the sum of five hundred dollars ($500.00) for each offense
and a separate offense shall be deemed committed each day on which a violation occurs or continues;
providing for publication in the official newspaper; and declaring an effective date. The Town
Secretary of the Town is hereby directed to publish in one issue of the official newspaper of the
Town the Caption, and Effective Date clause of this Ordinance as required by Section 52.011 of the
Texas Local Government Code. This Ordinance shall apply only to offenses committed on or after
September 1, 1999, and shall be in full force and effect from and after its date of passage. Barbara
Allen, the Municipal Court Clerk, explained that this ordinance allows the Court to raise its fees.
Motion by Alderman Redding, seconded by Alderman Frey, to adopt Ordinance No. 337 as presented
with the word "clerks" stricken in section 1, subsection C, on the fifth line and changing each
reference to "his" to read "his or her".
The motion carried unanimously.
Item #7: Motion by Alderman Redding, seconded by Alderman Held, to adopt Resolution No. 99-11
amending the 1998-99 operating budget.
The motion carried unanimously.
Item #8: PUBLIC HEARING concerning the budget for the fiscal year ending September 30, 2000.
Mayor Bradley opened the public hearing at 7:47 p.m. Trent Petty, the Town Manager, presented the
budget to the Board. After several questions from the audience Mayor Bradley closed the public
hearing at 8:00 p.m.
Item #9: Motion by Alderman Redding, seconded by Alderman Frey, to adopt the budget as
presented.
The motion carried unanimously.
Item #10: Motion by Alderman Held, seconded by Alderman Redding, to adjourn the meeting.
The motion carried unanimously.
The meeting was adjourned at 8:02 p.m.
