MINUTES OF THE SPECIAL MEETING
OF THE BOARD OF ALDERMEN
August 23, 1999
Present: Scott Bradley, Mayor

Item #1: Mayor Bradley called the Board of Aldermen meeting to order at 8:12 a.m. by announcing a
quorum consisting of Alderman Held, Alderman Bush, Alderman Redding and Alderman Elect Frey.
Item #2: At this time the Town Secretary administered the oath of office to Bill Frey, the newly
elected Alderman.
Item 43: The Board convened into executive session at 8:14 a.m. as Mayor Bradley stated that the
Board would be discussing personnel matters including the appointment of a Town Manager. The
Board reconvened into open session at 5:50 p.m.
Item 44: Motion by Alderman Redding, seconded by Alderman Bush, to adjourn.
The motion caned unanimously.
The meeting was adjourned at 5:52 p.m.

Absent: No one.
Item #1: Mayor Bradley called the Board of Aldermen meeting to order at 7:39 p.m. by announcing a
quorum.
Item 42: Citizens Presentations: Wanda Haskins, of 5920 Steve Court in Westlake, welcomed
Alderman Frey to the Board of Aldermen.
Item #3: Motion by Alderman Bush, seconded by Alderman Loeser, to approve minutes of the
regular meeting held on August 9, 1999, and the special meeting held on August 17, 1999, as
presented.
The motion carried unanimously.
Item #4: Motion by Alderman Held, seconded by Alderman Bush, to pay all outstanding bills as
listed.
The motion carded unanimously.
Item #5: David Brown of 4050 Aspen Lane in Westlake, explained the situation with the Trophy
Club,'Westlake Teen Court. Barbara Allen, the Town Municipal Court Clerk, stated that this item will
be on the agenda for the Trophy Club Town Council at its next meeting. Motion by Alderman
Loeser, seconded by Alderman Redding, to approve the $1400.00 expense for the Teen Court,
contingent upon Trophy Club doing the same, and with the stated preference that the work be done in
Westlake if possible.
The motion carried unanimously.

Item #6 & 7: Motion by Alderman Bush, seconded by Alderman Held, to approve Ordinance No.'s
3_34 an_d_335 creating a Municipal Court Building Security Fund and a Municipal Court Technology
Fund, respectively.
The motion carried unanimously.
Item #8: 'Motion by Alderman Loeser, seconded by Alderman Held, to authorize the Town Secretary
to spend up to $4000.00 on furniture for the new offices.
The motion carried unanimously.
Item #9: Motion by Alderman Loeser, seconded by Alderman Bush, to authorize the Town Secretary
to spend up to $4000.00 on a new phone system for the new offices. There was much discussion as to
the phone system needed.
The motion carried unanimously.
Item #10: Charles Haynes, the Town's Auditor, presented the audit report for the fiscal year ending
September 30, 1998, to the Board. Motion by Alderman Held, seconded by Alderman Frey, to accept
and approve the audit report for the fiscal year ending September 30, 1998.
The motion carried unanimously.
Item #11: Motion by Alderman Redding, seconded by Alderman Frey, to select Trent O. Petty as the
finalist for the position of Town Manager.
The motion carried 4 for
1 abstention - David Loeser
Item 912: Motion by Alderman Held, seconded by Alderman Loeser, to adjourn the meeting.
The motion carried unanimously.
The meeting was adjourned at 8:45 p.m.
