MINUTES OF THE PUBLIC HEARINGOF THE PLANNING AND ZONING COMMISSION
August 5, 1999

. Chairman Greenwood opened the meeting at 7:12 p.m.
Item #2: PUBLIC HEARING to consider a preliminary plat submitted by AIL Investment, L.P. for
98.5 acres of property located east of Roanoke Road, south of proposed Dove Road and north and
west of the Westlake Town boundary. The Public Hearing was opened at 7:13 p.m. Joe Schneider of
AIL Investment, L.P. presented the preliminary plat to the Commission. Dennis Wilson, the Town's
Land Planner, Jeff Williams, the Town's Engineer, Eddie Haas, the Town's Traffic Engineer, Melanie
Vanlandingham, the Town's Landscape Architect, and Larry Fuson, the Town's Water and
Wastewater Engineer, explained to the Commission their comments concerning the preliminary plat.
The Public Hearing was opened to take testimony from the audience.
Brian Lawthers, of Knox Road in Keller, discussed traffic concerns.
Mertie Nelson, of Knox Road in Keller, discussed the water tower issue.
Robert Wood, of Knox Road in Keller, asked about the equestrian trail.
Lori Lawthers, of Knox Road in Keller, expressed concern over the lot sizes.
Ann Scherer, of 1331 Knox Road in Keller, discussed traffic concerns.
Frances Landis, of Lambert Lane in Keller, discussed the water tower.
N/Iary Williams, of 1353 Knox Road in Keller, expressed concern over the small lot sizes affecting
property values.
As no one wished to further address the Commission the Public Hearing was closed at 8:37 p.m.
Item #3: At this time the Commission and the Town's consultants agreed on several additional
conditions to be included in the approval of the preliminary plat. There was a motion by Commission
Buddy Brown, seconded by Commissioner Sanden, to recommend approval of the preliminary plat to
the Board of Aldermen subject to the 47 conditions outlined by the Town Staff.
The motion carried unanimously.

Item #4: PUBLIC HEARING to consider a site plan submitted by AIL Investment, L.P. for 98.5
acres of property located east of Roanoke Road, south of proposed Dove Road and north and west of
the Westlake Town boundary. The Public Hearing was opened at 9:25 p.m. Mr. Schneider of AIL
Investment, L.P. addressed the Commission concerning the site plan. The Town's consultants
explained their concerns regarding the site plan. Commissioner Heath expressed concern over the
filing times of the plat and site plan as they were filed only one day apart. As no one wished to
further address the Commission the Public Hearing was closed at 9:34 p.m.
Item #5: At this time the Town's consultants outlined their recommendations concerning the approval
of the site plan. There was a motion by Commissioner Buddy Brown, seconded by Commissioner
Sanden, to recommend approval of the site plan to the Board of Aldermen subject to the conditions
outlined by the Town staff.
The motion carried 3 - for
1 - against - Allen Heath
Item #6: Motion by Commissioner Buddy Brown, seconded by Commissioner Heath, to adjourn.
The motion carried unanimously.
The meeting was adjourned at 9:40 p.m.
