At 7:00 p.m. Mr. Redding told the audience that since there was no quorum he could not open the
Public Hearing. Mr. Redding announced that we would wait until 7:15 p.m. to see if any more
members of the Commission arrived. At 7:15 p.m. Mr. Redding apologized to the audience for any
inconvenience and announced that there would be no meeting tonight.
