February 13, 1995 Minutes of the regular monthly meeting, February 13, 1995, held by the Board of Aldermen for the Town of Westlake, Texas. Present: Mayor Scott Bradley, Mayor Pro-tern Carroll Huntress, Howard Dudley, Al Oien, Town Attorney Paul Isham. Absent: Aldermen: Fred Held, Jerry Moore. Item #1: Meeting called to order: on the motion of Carroll Huntress, seconded by Al Oien, the Board approved minutes of the regular meeting of January 9th, 1995 and the special called meeting of January 23rd, 1995. Motion carried. Item #2: Citizens Presentations: Roger Unger with Roanoke/Trophy Club/Westlake Chamber of Commerce, presented a podium to the Town of Westlake. Lou Opipare, Fire Chief for the Town of Trophy Club, was present, giving the Board an update on the status of the Fire Department and the EMS Department, advising the Aldermen the type of service that was being provided to the Town of Westlake. Item #3: The Board recessed into an executive session pursuant to Chapter 551 of the Texas Government Code to consult with the Town Attorney. ,1t\ The Board\Atonvened into open session. No action needed to be taken on matters discussed in Executive Session. Item #4: Motion by Al Oien, seconded by Howard Dudley, to adopt Ordinance No. 234, annexing land owned by Edgar A. and Ramona J. Noack, per their petition. Motion carried unanimously. Item #5: Motion by Carroll Huntress, seconded by Howard Dudley, to adopt Ordinance No. 235, ordering an election to elect three (3) Aldermen for a two year term, on May 6th, 1995. Motion carried unanimously. Item #6: No action was taken on the consideration of appointing Director(s) to the Texas Student Housing Corporation and the Texas Student Housing Authority. Item #7: The matter of appointing Directors to the proposed Westlake Development Corporation and authorizing the Town Attorney to file Articles of Incorporation was tabled until the next meeting. Item #8: Motion by Howard Dudley, seconded by Carroll Huntress to authorize Al Oien and Odessa Sharpless to purchase the computer and software needed to computerize the Town's operations. Motion carried unanimously. 73 7:00 p. m. February 13, 1995 Page 2 - Minutes Item #9: Motion by Carroll Huntress, seconded by Howard Dudley, to amend the Town's contract with the Town of Trophy Club for police and emergency services to provide that the Town of Westlake will pay for the cost of the investigation of any criminal activity provided by Trophy Club to the Town of Westlake. The Mayor was designated as the contact person to authorize the cost of each investigation. Motion carried unanimously. Item #10: After discussion with Greg Edwards on amending the Town's building permit fees schedule to reduce certain fees for remodeling projects to the fees provided in the Uniform Building Code, this item was tabled until the next meeting. Item #11: Motion by Carroll Huntress, secomled by Howard Dudley, to designate The Keller Citizen as the official newspaper for the Town. Motion carried unanimously. Item #12: Other business, no action taken: Discussion on the construction of the tower being installed by Southwestern Bell Mobile Systems, Inc. on Ottinger Road.
