HomeMy WebLinkAbout09-14-92 TC Min25 MEETING OF THE BOARD OF ALDERMEN TOWN OF WESTLAKE, TEXAS A Regular Meeting of the Board of Aldermen of the Town of West- lake, Texas was held on the 14th day of September, 1992 at 7:00 p.m. at the Westlake Town Hall, 3 Village Circle, Suite #207, Solana , in the Town of Westlake, Texas. The following were present: Dale L. White, Mayor Alvin F. Oien, Mayor Pro Tem Sherry Dudley, Alderman Fred Held, Alderman Jerry Moore, Alderman Gerry White, Secretary Also present were Town Attorneys, Paul Isham, Eldridge Goins, Jim Morris, Town Engineer Bud Hauptmann; Planning and Zoning members: Scott Bradley, Chairman, Commissioner B. J. Minyard & Commissioner Randal Loftis; Present and representing their re- spective firms were Mr. Tom Allen, Mr. Ed Walts, Mr. Bill Flaherty, Mr. Pat Atkins, Mr. Ken Pearson, Mr. William LePage, Mr. Douglas Kusel, Mr. Ron Richards and Mr. Curtis Young. Also attending were Westlake residents, Mrs. Kelly Bradley and Mr. Mark Thomas. Fort Worth Star Telegram reporter, Melissa Williams attended. Mayor White called the meeting to order at 7:05 p.m. Minutes of the previous meeting were read by the Secretary and approved as read. Item #1. Joint Public Hearing with the Planning & Zoning Commission on the proposed Unified Development Code and/or the Comprehensive Zoning Ordinance. Mayor White turned the meeting over to Planniftg & Zoning Chairman, Scott Bradley. Commissioner Bradley opened the Joint Public Hearing with the Board of Aldermen. Mr. Bradley asked Town Attorney, Paul Isham, for his comments regarding the Unified Development Code. Mr. Isham gave a report on meetings he, Dennis Wilson, Roland Jackson and Bud Hauptmann had with Woodbine Development, R. Carter Pate representatives, Maguire Thomas and Rusty Trenary regarding the Unified Development Code. Mr. Isham suggested that the Board adopt a Comprehensive Zoning Ordinance which would only involve Articles III, IV, V, XIV and the definitions out of the Unified Development Code. The proposed Ordinance did not rezone specific parcels of land. Mr. Dennis Wilson then went over some changes that had been made to the pro- posed articles in the Comprehensive Zoning Ordinance. Mr. Kusel, Mr. Richards, Mr. Young and Mr. Atkins all had comments, questions, and suggestions regarding the Comprehensive Zoning Ordinance. Chairman Bradley read letters received from Lyda Bunker Hunt Trust and R. Carter Part regarding the proposed Zoning Ordinance. 26 Chairman Bradley then closed the Public Hearing. Chairman Bradley asked the Commission members for a recommendation to the Board of Alderman. Motion made by Commissioner Randall Loftis to recommend to the Board of Aldermen adoption of the Comprehensive Zoning Ordinance as presented with suggested amendments discussed at this meeting. Chairman Bradley second- ed. Commissioner Loftis and Chairman Bradley voted for. Commissioner B. J. Minyard voted against. Motion carried by majority. Chairman Bradley closed the Public Hearing. Item #2. Receive a recommendation from the Planning & Zoning Commission on the Unified Development Code and/or the Compre- hensive Zoning Ordinance. P&Z Chairman Bradley stated that the P & Z Commission, on a vote of two (2) votes For, one (1) against, recommends that the Board of Aldermen adopt the proposed Comprehensive Zoning Ordinance as presented at this meeting. Item #3. Consider an Ordinance adopting the Unified Develop- ment Code or the Comprehensive Zoning Ordinance. No action taken. Item #4. Executive Session: The Board convened in Executive Session at 8:22 p.m. to discuss with its attorneys in regard to the Lawsuit filed by R. Carter Pate, Trustee, NBH Liquidating Trust, against the Town. The Board reconvened in Regular Session at 9:30 p.m. Mr. Dennis Wilson and Mr. Roland Jackson, very ceremoniously presented to the Town, a trash can. The can has a nice thought printed on it, is very much needed and appreciated. There being no further business to come before the Board, the meeting was adjourned at 9:35 p.m. APPROVED: DALE L.
