TOWN OF WESTLAKE, TEXAS
The Board of Aldermen of the Town of Westlake, Texas held a
regular meeting at 7:OO p.m. September 23, 1985 at the Dudley
Ranch in the Town of Westlake, Texas. The following were present:
Dale L. White, Mayor
Alvin F. Oien Jr., Mayor Pro Tem
Sherry A. Dudley, Alderman
Howard Dudley, Alderman
Jerry N. Moore, Alderman
Ralph Rampellini, Alderman
Gerry White, Secretary
Scott Bradley, Planning and Zoning Commission Chairman
Mayor White called the meeting to order. The Mayor postponed the
reading of the minutes at this time to accelerate the meeting.
Item #1. Consideration of a request from Texas Power & Light to
reconstruct theCompany's Line 2401. Mr. Mike McKinney, Texas
Power & Light District Manager, addressed the Board of Aldermen
seeking approval to reconstruct and update Texas Power & Light
Line 2401. Mr. McKinney stated that any action by the Board would
not affect the T P & L case regarding power poles that in before
the Public Utilities Commission. Mayor White read excerpts from
the Town's Ordinance #134 which defined the areas that T P & L
was requesting the Council to act on. Mayor White further stated
that since this ten foot strip, where the reconstruction would take
place, is about to be annexed into Trophy Club, in would be in-
appropriate for this Council to take any action; since, the end
result of any action taken by T P & L will directly affect the
residents of Trophy Club and not the residents of Westlake.
Motion was made by Aldermen Jerry Moore that since it is the intent
of the Town of Westlake to disannex the 10 foot strip of land in
favor of Trophy Club, Westlake would defer any action on the recon-
struction of Line 2401 to the Town of Trophy Club, without any
regard to land remaining in Westlake. Motion was second by
Alderman Howard Dudley. During the discussion that followed,
Alderman Jerry Moore withdrew his motion. Alderman Dudley withdrew
his second.
Motion was made by Alderman Alvin Oien to table the request from
T P & L to reconstruct Line #2401. Motion was seconded by Alderman
Ralph Rampellini. Alderman Oien, Alderman Rampellini, Alderman
Howard Dudley and Alderman Sherry Dudley voted for the motion.
Alderman Jerry Moore abstained. Motion carried by majority.
Item #2. Discussion of requests from IBM. Mr. Jim Smith, IBM
Project Manager, introduced Mr. Peter Walker, McGuire Thomas land-
scape architect. Mr. Walker gave a slide presentation and other
illustrations of the IBM facility proposed for Westlake. Discussion
with the Board followed.

Mr. W. Edward Walts, of Strasburger and Price, then discussed with
the Board five (5) request IBM is making and asked for the Board's
opinion regarding each request. ( a copy of the five requests is
listed on a separate sheet of paper, attached to these minutes and
made a part thereof ) No action was taken on the requests at this
time.
A public hearing regarding the request from IBM to annex 44.759 acres
of land into Westlake will be held October 15, 1985. The next meeting
of the Board of Aldermen will also be held October 15, 1985.
The meeting was adjourned.

Requests from IBM that were discussed by the Board of Aldermen
of the Town of Westlake, Texas at a regular meeting held on
September 23, 1985.
1. An Annexation Petition for the Triangle Tract;
2. A proposed PH Zoning Ordinance for application to the
Triangle Tract and a portion of the adjoining land which
is presently zoned "P -Planned Office Park";
3. A proposed Amendment to.the "P -Planned Office Park"
Zoning Ordinance; and
4. This letter constitutes a Request for Approval of
Annexation of the Triangle Tract and the approximately
forty (40) acres adjoining Precinct Line Road by IBM
within the present boundaries of Westlake into the
Trophy Club Municipal District No. 1; and
5. This letter constitutes a request for a Resolution
approving our proposed relocation of Sam School Road
as show on the attached plat.
The following also attended this September 23rd meeting.
