TOWN OF WESTLAKE, TEXAS
The Board of Aldermen of the Town of Westlake, Texas held a regular
meeting at 7:00 p.m. on August 11, 1982, at the Dudley Ranch in the
Town of Westlake, Texas. The following were present:
Dale L. White, Mayor
Jerry N. Moore, Mayor Pro Tem
Howard Dudley, Alderman
Kelly P. Bradley, Alderwoman
Alvin F. Oien Jr., Alderman
Sherry Dudley, Alderwoman
Paul C. Isham, Town Attorney
Scott Bradley, Chairman Planning
Gerry White, Secretary
and Zoning Commission
Mayor White called the meeting to order at 7:15 p.m.
Minutes of the two previous meetings were read by the Secretary
and approved as read.
Mr. Robert Thomas, counsel for International Business Machines,
Inc., along with several other representatives from IBM, were
present to request a variance to the Town of Westlake's Ordinance
#124. IBM asked that the 500 foot set back requirement be reduced
to 300 feet. After some discussion and with the Board of Aldermen
acting as a Board of Adjustment, Alderwoman Kelly Bradley moved
that a variance to Section 4 C. 2. of Ordinance #124 be granted,
reducing the 500 feet minimum setback requirement to 300 feet.
Motion was seconded by Howard Dudley, voted on and carried un-
animously. ( The Board of Aldermen granted this variance since
a 200 foot buffer strip of Low Density Residential zoning was
not rezoned.)
The following were present representing Country Acres Estates:
Mr. Ron Bollinger, Vice President of W -B Investments
Mr. Darius Willis, President of W -B Investments
Mr. Glen Bollinger, Investor
Mr. Bob Bollinger, Investor
Mr. George Thompson, Attorney
Mr. Larry Berkman, Attorney
Mr. Delbert Stembridge, Consulting Engineer
Mr. Steve Berry, former Roanoke City Council Member
Mr. Harold Alexander, former Roanoke City Council Member
Mr. Bill Stein, former Roanoke City Council Member
Mr. Ron Bollinger, acting as the primary spokesman for the group,
informed the Board of Aldermen of events regarding the annexation
of the property by the City of Roanoke and the progress of the
developement to date. Since a strip of land belonging to the
Town of Westlake keeps the Country Acres Estates property from
being contiguous to the City of Roanoke, the annexation by Roanoke
is invalid. Mr. Bollinger, his attorneys and associates , are
requesting the Town of Westlake to disannex the land that separates
their property from Roanoke. After a lengthy discussion between
the Board of Aldermen and the Country Acres Estates representatives

and since no formal request had been made, the Council made plans
to seek an Executive session with the City Council of the City
of Roanoke, Texas to discuss the Country Acres Estates and find
a solution to this matter.
Alderwoman Kelly Bradley made a motion that the Town Attorney,
Mr. Paul Isham, be instructed to draft a resolution to be sent
to Trophy Club, requesting Trophy Club to use their surface water
instead of their wells. Motion was seconded by Alderwoman Sherry
Dudley and carried by a unanimous vote.
Mayor White appointed Mr. Scott Bradley to go to the City of
Fort Worth, Texas to discuss the possibility of obtaining surface
water for the Town of Westlake.
There being no further business to come before the Council the
meeting was adjourned.
