The Mayor called the meeting to order at 7:30 p.m.
The Secretary read the minutes of the previous meeting. The minutes were
approved as read.
Mr. Norman Tobleman, Project manager of Lake Forest Village, displayed the
plat of Phase 4 at Lake Forest Village, and the design concept of the street
area in which the developers of Lake Forest Village are requesting a variance,
was also shown and the reasons for the request were explained. It is the
contention of the developers that, due to the terrain, the plan would avoid
a drainage problem. After studying the plat and the design concept and a
discussion among the Council, Councilwoman Sherry Dudley moved that the final
plat of Phase 4 at Lake Forest Village be approved, subject to the concurrance
of the Planning and Zoning Commission; that a specific variance be granted
to allow the minimum pavement width to be 21 feet, instead of 24 feet as
otherwise required by Article 4. c(2) of Ordinance #80; and that the Mayor
be authorized to sign the Plat. Councilwoman Kelly Bradley seconded the motion
which carried by a unanimous vote.
Mayor Pro Tem Howard Dudley moved that the Board approve the agreement between
the State Department of Highways and Public Transportation and the Town of
Westlake, Texas, granting the State permission to survey, inspect, appraise
and inventory bridges on public roads in the Town of Westlake. Motion was
seconded by Councilwoman Sherry Dudley, voted on and carried by a unanimous
vote.
The Mayor then opened the Public Hearing. No citizens appeared for or against
the proposition. Mr. Scott Bradley, Chairman of the Planning and Zoning
Commission, appeared on behalf of that Commission and recommended to the
Council that the amendment be adopted. The Public Hearing was then closed.
There was discussion among the Council members regarding the recommendation.
