TOWN OF WESTLAKE, TEXAS
A regular meeting of the Town Council of the Town of Westlake, Texas was
held at 7:30 p.m., January 9, 1980 at the Dudley Ranch in Westlake, Texas.
The following members were present:
Dale L. White, Mayor
Howard Dudley, Mayor Pro Tem
Sherry A. Dudley, Councilwoman
Jerry N. Moore, Alderman
Kelly P. Bradley, Councilwoman
Absent:
Alvin F. Oien Jr., Alderman
Also present:
Gerry White, Secretary
Paul C. Isham, Town Attorney
Scott Bradley, Chairman Planning and Zoning Commission
Mayor White called the meeting to order at 7:40 p.m.
Minutes of the previous meeting were read by the Secretary and approved as
read.
The first adjenda item was the Council's consideration of a petition sub-
mitted to the Town requesting disannexation from the Town of Westlake a
280.91 acre tract of land known as Quail Hollow Ranch. Mr. D. Michael
McAlister, Secretary/Treasurer of Metrovest, Inc., was present represent-
ing the owners of the property. There was a question and answer period
between the Council and Mr. McAlister which covered many subjects, includ-
ing water and sewer problems. Mr. McAlister stated that the owners wished
to be disannexed so that the property could be developed in a certain manner;
a manner which would not comply with the Town of Westlake's Subdivision
Ordinances. Mr. McAlister also said that the developers would be supplied
with water from the the City of Southlake and possibly would request to be
annexed by the City of Southlake when and if the property is disannexed from
the Town of Westlake.
Alderman Jerry Moore said that he could see no reason to disannex the property
and that disannexation would not be a solution to our water problems.
Councilwoman Kelly Bradley agreed with Mr. Moore. Councilwoman Sherry Dudley
said that the citizens of the Town of Westlake would receive no benefits
from disannexing the property.
Mayor Pro Tem Howard Dudley moved to deny the Request and Petition For
Disannexation from the Town of Westlake a 280.91 tract of land known as
Quail Hollow Ranch. Motion was seconded by Councilwoman Sherry Dudley.
Motion was voted on and carried unanimously.
Mr. McAlister thanked the Council members for their time and sincere debate
on the subject.

Mr. Scott Bradley, Chairman of the Planning and Zoning Commission of the
Town of Westlake, was in attendance with a recommendation from the Plann-
ing and Zoning Commission. Due to the problems with water wells and septic
tanks and to preserve the aesthestic value of the Town, the Planning and
Zoning Commission recommends that the Board of Aldermen consider increasing
the Town's minimum lot size, in the low density areas of the Town, to ten
(10) acres. A very lengthy discussion followed after which Mayor Pro Tem
Dudley moved to table the subject for further study and suggested that each
council member submit a list of the pros and cons of increasing the minimum
lot size to ten (10) acres in the low density areas of the Town of Westlake.
Councilwoman Kelly Bradley seconded the motion. The motion carried by a
unanimous vote.
There being no further business to come before the Council, the meeting
was adjourned.
