TOWN OF WESTLAKE, TEXAS
The Town Council of the Town of Westlake, Texas met in regular session at 7:OOp.m.,
on November 13, 1978 at the Dudley Ranch in Westlake, Texas. The following were
present.
Dale L. White, Mayor
0. R. Carpenter, Alderman
Sherry A. Dudley, Alderwoman
Jerry N. Moore, Alderman
Alvin F. Oien Jr., Alderman
Paul C. Isham, Town Attorney
Gerry White, Town Secretary
Absent:
Howard Dudley, Alderman
Also present:
William Foster, Planning and Zoning Commission Chairman
Scott Bradley, Planning and Zoning Commission
Leo Fikes, Planning and Zoning Commission
Mayor White called the meeting to order at 7:00 p.m.
The minutes of the previous meeting were read by the Secretary and approved as
read.
Alderman Oien introduced Fire Marshal Max Watson, Assistant Chief in charge of
ambulance service , Tony Smith, and Assistant Fire Chief James Redwine, all members
of the Roanoke Volunteer Fire Department. These gentlemen answered questions and
informed those present that Westlake is in the Roanoke district. Information was
given regarding the newly aquired ambulance and the 12 members qualified as
Emergency Care Attendants. Westlake Citizens should call Roanoke Fire Department
in case of fire or an emergency. Telephone stickers with the emergency numbers
were made available. Alderman Oien also distributed telephone stickers with Southlake
emergency numbers, in the event Roanoke is out on a call. Mrs. Kelly Bradley
reported on her inquires in Keller. Westlake is not in the Keller district but
Keller ambulance would respond to an emergency in Westlake if Roanoke called them.
Mr. Derrell Johnson, Mr. John Levitt, and Mr. Charles Smith, from Rady and Associates,
and Mr. Jim Hudson were in attendence regarding the proposed Cripple Creek Estates,
Mr. Johnson and Mr. Levitt submitted a Preliminary Plat to the Board of Aldermen
for approval.
Mr. Johnson requested the Boards approval of the Preliminary Plat of the proposed
Cripple Creek Estates which necessitates a variance from the Town of Westlake's
Sub -division Ordinance regarding concrete streets, curbs and gutters among other
things.

A very lengthy discussion followed after which Alderman Jerry Moore moved to
table the discussion regarding Cripple Creek Estates' request , for a two
week study period. Motion was seconded by Alderman Oien. Board members Jerry
Moore, Alvin Oien and Sherry Dudley voted for the motion. Alderman Carpenter
voted against. Motion carried.
Alderwoman Sherry Dudley moved to adopt a resolution (Resolution #48), that
the Town of Westlake supports the application of Tarrant County for funding of
the Housing and Community Development Act of 1974 and asks that its population
be included with that of Tarrant County, Texas ; and authorizes the Mayor to
sign such additional forms as requested by the Department of Housing and Urban
Development. Alderman Jerry Moore seconded the motion. Board members Sherry
Dudley, Alvin Oien, and Jerry Moore voted for the motion. Alderman Ralph
Carpenter abstained. Motion carried.
There was discussion regarding the efficient manner in which the fire departments
of Roanoke and Southlake respond to calls within the Town. Alderman Carpenter
moved that a donation in the amount of $300.00 be made to the Roanoke Fire
Department and that a donation in the amount of $200.00 be made to the Southlake
Fire Department to express our appreciation. Sherry Dudley seconded the motion
which was voted on and carried unanimously.
