HomeMy WebLinkAbout04-08-69 TC MinMINUTES OF A SPECIAL MEETING OF THE BOARD OF ALDERMEN April 8, 1969 A Special Meeting of the Board of Aldermen, of the Town of Westlake, Texas, was held at the Guest House, Circle "T" Ranch, on the 8th day of April, 1969, at 7:30 P. M. Present were Mayor B. A. Zwald and Aldermen H. S. Thrasher, A. L. Odom, S. B. Cathey and Dewey H. Burger. The Mayor stated the purposes of the Special Meeting was to canvass the results of the election held on the 5th day of April, 1969, for the election of municipal officers. The returns of said election were examined, and the proposed Resolution No. 26 was read to the meeting, as follows: 410- RESOLUTION NO. 26 WHEREAS, on the 5th day of April, A. D. 1969, pursuant to the pro- visions of Title 28, Revised Civil Statutes, the Election Code of the State of Texas, and Resolution 25, heretofore adopted on the 15th day of February, 1969, after due notice as by law provided, the General Election to elect a Mayor, Five Aldermen and a Marshal for a term of one year was held within the limits of the Town of Westlake, Texas; and WHEREAS, on the 8th day of April, A. D., 1969, at a meeting of the Board of Aldermen of said Town, the results of said Election were canvassed by the Mayor in the presence of the Board of Aldermen and said canvass showed the result thereof was as follows: FOR MAYOR B. A. Zwald 15 votes FOR ALDERMEN S. B. Cathay 15 votes H. S. Thrasher 15 votes A. L. Odom 15 votes Dewey G. Burger 15 votes George H. Harmon, Jr. 15 votes FOR MARSHAL D. E. McSpadden 15 votes THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN OF WESTLAKE, TEXAS: That, the canvass of the result of said Election be, and is hereby approved, and that B. A. Zwald having received the highest number of votes for the office of Mayor is hereby elected to said office and is to serve as such officer for the term of one year from date hereof or until his successor is duly elected and qualified. That, H. S. Thrasher, S.:'B. Cathay, A. L. Odom, George H. Harmon, Jr., and Dewey G. Burger, having received the highest number of votes for the office of Aldermen and D. E. McSpadden having received the highest number of votes for Marshal are hereby elected to said offices and are to serve as such officers for the term of one year from date hereof until their successors are duly elected and qualified. - qu - That, all such officers are hereby instructed to take the oath of office as by law provided and file such oaths with the Town Secretary. ATTEST: ADOPTED this day of April, 1969. TOWN SECRETARY APPROVED: „ qj'L " MAYOR Upon motion duly made by S. B. Cathey and seconded by Dewey G. Burger, the foregoing Resolution No. 26 was unanimously adopted. The Mayor then announced that it was now in order for the newly elected officers to take over the management of the town and he would be glad to entertain a motion for adjournment of this meeting. Odom, Secretary —ql3 MINUTES OF THE FIRST MEETING OF THE NEWLY ELECTED BOARD OF ALDERMEN April 8, 1969 The newly elected Board of Aldermen, consisting of Dewey G. Burger, S. B. Cathey, George H. Harmon, Jr., A. L. Odom, and H. S. Thrasher, the newly elected Mayor, B. A. Zwald and the newly elected Marshal, D. E. McSpadden, were duly sworn in and signed oaths of office before Betty S. Cathey, a Notary Public in and for Denton County, Texas on the 8th day of April, 1969, at 8:00 P. M., and then proceeded on with their first meeting. B. A. Zwald acted as Chairman of the meeting and called the meeting to order. Upon motion of A. L. Odom and seconded by S. B. Cathey, George H. Harmon, Jr. was unanimously appointed Mayor Pro Tem to be vested with all of the powers and to perform all the duties of the Mayor of the Town of Westlake, Texas, in the absence or disability of the Mayor unless or until the Board of Aldermen should otherwise determine. The Mayor then stated that the first order of business was to appoint a Town Secretary and Treasurer. After a full discussion, upon motion duly made by George H. Harmon, Jr. and seconded by H. S. Thrasher, A. L. Odom was unanimously elected Secretary and Treasurer of the Town of Westlake, Texas. The Mayor then directed the Secretary to file the signed Oaths of Office in the permanent records of the Town of Westlake, Texas. 44 The Town Marshal, D. E. McSpadden, then announced that there were several persons he would like to deputize as Deputies Marshal of the Town of Westlake and in this connebtion submitted the names of the following persons for the consideration and approval of the Board of Aldermen: J. Glenn Turner A. L. Odom George Cunyus George H. Harmon, Jr. John T. Livingston H. S..Thrasher Elwin Skiles, Jr. Robert W. McLaughlin Paul Rothermel Dewey G. Burger Robert W. Shytles S. B. Cathey N. B. Hunt B. A. Zwald Carroll W. Browning Upon motion duly made and seconded, the deputization of the foregoing persons as Deputies Marshal of the Town of Westlake, Texas were unanimously approved. It was moved by S. B. Cathey and seconded by George H. Harmon, Jr. that the Board of Aldermen plan to meet on the first Tuesday of every month com- mencing on the first Tuesday of the month of May, 1969, and to meet on said day once a month throughout the remainder of their term of office. After full discussion, the motion was unanimously adopted. There being no further business to come before the meeting, it was upon motion duly made and seconded adjourned. APPROVED: B. A.
