HomeMy WebLinkAbout04-13-57 TC Min MINUTES SPECIAL MEETING OF THE BOARD OF ALDERMEN APRIL 13, 1957 A Special Meeting of the Board of Aldermen, Town of Westlake, Texas, was held at the McGuire Ranch Headquarters in Tarrant County, Texas, on the 13th day of Apri1, 195t, at 4:00 o' clock p.m. Present were Mayor E. E. Garrett and Aldermen R. B. Schooling, Ben A. Zwald, George Harmon, Jr. , E. T. Dicker and H. P . Thrasher. The Mayor stated that the purpose of the Special Meeting was to canvass the results of the Election held on the 2nd day of April for the election of municipal officers. The Returns of said Election were examined and the following proposed Resolution No. 2 was then read to the meeting: i, lI �d � RESOLUTION NO. 2 WHEREAS9 on the 2nd day of April. A. D. 1937, pursuant to the provisions of Title 28# Revised Civil Statutes. the Election Code of the State of Texas, and Resolution iso. A. heretofore adopted on the -.13rd day of February, A. Do 19579 after due nottee as by law provided, the General Election to Elect a Mayor, Five Aldermen and a Marshal for a term of one year was held within the ;limits of the Town of Westlake, Texas; and WHEREAS# on the -13th day of April. A. D. 1957# at a meeting of the Board of Aldermen of said Town, the results of said Election were canvassed by the Mayor in the presence of the Board of Aldermen and said canvas showed the result thereof was as followst FOR XAYOR John A. !McGuire 20 Votes ZOR A,L.DERREM R. So Schooling 21 Votes Ben A. Zwald 21 Votes George A. Harmon Jr.2.1 Votes E. T. Decker 21 Votes H. S. Thrasher 21 Votes ,TOR HARSM&L E. E. Garrett 20 Votes THEREFORE BI IT RESOLVED BY THE BOARD OF AL.DERINIEN OF THE TOVN OF WESTLAKE,, TEXAS s THAT, the canvas of the result of said elections be and is hereby approved, and that John A. McGuire having received the highest number of votes for the office of Mayor is hereby elected to said office and is to serve as such officer for the term of one year from date hereof or until his successor is duly elected and qualified. THAT, R. Be Schooling. Ben A. Zwald, George A. Harmon Jr. , E. T. Dicker and H. 5. Thrasher having received the highest number of votes for the Office of Councilmen and E. 8. Garrett having received the highest number of votes for Marshal are hereby elocted to said offices and are to serve as such officers for the term of one year from date hereof or until their successors are duly elected and qualified. THAT, all such officers are hereby instructed to take the oath of office as by law provided and file much oaths with the Town Secretary, lea i c Upon motion duly made by Mr. E. T. Dicker and seconded by Mr. Ben A. Zwald, the foregoing Resolution No. 2 was unanimously adopted. Mr. Garrett then announced that it was now in order for the newly elected officers to take over the management of the town and that he would be glad to entertain a motion for adjourn- ment of this meeting. Garrett, Mayor MINUTES FIRST MEETING OF THE NEWLY ELECTED BOARD OF ALDERMEN APRIL 13, 1957 The newly elected Board of Aldermen consisting of R. B. Schooling, Ben A. Zwald, George Harmon, Jr. , E. T. Dicker, H. P. Thrasher and the newly elected Marshal E. E. Garrett, were duly sworn in and signed Oaths of Office before George P. Gleeson, a Notary Public in and for Tarrant County, Texas, at McGuire Ranch Headquarters in Tarrant County on the 13th day of April, 1957, at 4+: 15 o' clock p.m. and then proceeded with their first meeting. George Harmon, Jr. acted as Chairman and called the meet- ing to Order. He announced that John A. McGuire, the newly elected Mayor was out of the town and unable to attend the meeting, but that he had been duly sworn in and signed an Oath of Office before he left. Upon motion made by Ben A. Zwald and seconded by H. P . Thrasher, George Harmon, Jr. was unanimously appointed Mayor Pro-tem to be vested with all the powers and to perform all the duties of the Mayor of the Town of Westlake, Texas, in the absence or disa- bility of the Mayor unless or until the Board of Aldermen should otherwise determine. The Mayor Pro-tem then stated that the first order of business was to appoint a Town Secretary and Treasurer. After a full discussion, upon motion duly made by Mr. E. T. Dicker and �j seconded by Mr. H. P. Thrasher, Mr. John A. McGuire, Jr. was /0 S� unanimously elected Secretary and Treasurer of the Town of Westlake, Texas. The Mayor Pro-tem then directed the Secretary to file the signed Oaths of Office in the permanent records of the Town of Westlake, Texas. The Town Marshal, Mr. E. E. Garrett, then announced that there were several persons he would like to deputize as Deputy Marshals of the Town of Westlake and in this connection submitted the names of the following persons for the consideration and appro- val of the Board of Aldermen: Westley Showdy R. B. Schooling J . Glenn Turner Ben A. Zwald John A. McGuire, Jr. George Harmon, Jr. William L. McInerney E. T. Dicker Fred B. Turner H. P. Thrasher Upon motion duly made and seconded, the deputization of the fore- going persons as Deputy Marshals of the Town of Westlake, Texas, was unanimously approved. Thereupon the foregoing persons repeated aloud the Oath of Office and were duly sworn in as Deputy Marshals of the Town of Westlake before George P. Gleeson, a Notary Public in and for Tarrant County, Texas. The Mayor Pro-tem announced that Mr. Gleeson had suggested that the meeting consider the matter of bonding the Town Marshal for his protection and the protection of the Town. After a full discussion, upon motion made by R. B. Schooling and seconded by Ben A. Zwald, it was unanimously voted that the Town Secretary be authorized and directed to procure a bond in the amount of !06 One Thousand Dollars ($1,000.00) covering the acts and office of the Town Marshal.
