HomeMy WebLinkAbout02-13-08 WPAS MinMINUTES OF THE PUBLIC ART SOCIETY OF WESTLAKE BOARD MEETING FEBRUARY 13, 2008 PRESENT: Michelle Corson, Tim Brittan ABSENT: Shannon LaRue, Carol Langdon, Mary Petty OTHERS PRESENT: Joe Hennig, Mayor Scott Bradley, Dave Rollins, Kay Anderson, Leah Rennhack Ms. Corson noted that Mr. Rollins, Ms. Anderson and Ms. Rennhack will need to be officially appointed to the Public Art Society of Westlake at the first opportunity of the Board of Aldermen. Dropping off the society is Ms. Phyllis McConnell. Also, on the same schedule for the Alderman meeting would be the official name change to The Public Art Society of Westlake. The Committee reviewed the minutes of the last board meeting. However, as a quorum did not exist, the minutes will be approved at the next meeting. Ms. Corson opened the meeting with the discussion of the Art's Society's Master Plan. The initial component in the plan would be how we would incorporate the Master Plan with the Westlake Open Space Plan. Mr. Hennig distributed a copy of the Westlake Open Space Plan to all the members of the committee. Mr. Hennig reviewed with the committee the spring concert series that is held at the Solana complex beginning in April. The committee was in agreement to send out a mailer to announce a membership opportunity to join the Westlake Arts Society. The mailer would be followed by a broadcast email that would have the town's schedule of events. The committee members were encouraged to attend the concert series to help promote the Arts Society. Dave Rollins presented a review of several different cities that had developed a Master Arts Plan for their communities. He discussed the detail that was included in the master plans for several different communities. Public Art Society of Westlake Page 2 of 2 February 13, 2008 Mr. Rollins asked Mr. Hennig about the timelines we would need to work within to gain consideration in the city's annual budget for the upcoming year. Mr. Hennig recommended the Society be prepared to present a plan of action to the Aldermen by May 12th. Discussion continued about the City's budget and where the Society would be able to draw funds from. Possible funding sources that were addressed were: the City's Hotel tax, developer fees, fees for drilling permits, and the possibility of a mineral ad valorem tax. Mayor Bradley suggested a discussion should be had with Hillwood to gain acceptance from them, as they are the largest future developer in the City. Ms. Corson offered that the committee plans to meet with all large landowners and developers as we progress through the creation of the master plan. Ms. Anderson suggested that the committee compile a list of projects big and small. These could be compiled on a neighborhood by neighborhood basis. Ms. Corson discussed the "Green Community" concept and how to work it into the Master Plan of Westlake. This includes the idea of sustainable development and ensuring that adequate plans are made for the ongoing maintenance of art installations. Ms. Corson discussed adding to the Alderman presentation what programs the other neighboring communities art committees are doing presently as a tool to help them understand how other initiatives are funded. The committee agreed to draft a Vision Statement section and a list of goals for the next session. Mr. Rollins highlighted the number of meetings between now and May 12th so that the committee can plan accordingly. The meeting time and date was set for February 27th at 10:00 a.m. The meeting adjourned at 12:00.
